Navy BD Part 6: Navy Acquisition Commands for IW

Naval Information Warfare Systems Command (NAVWAR) along with its subordinate commands, Naval Information Warfare Center Pacific (NIWC-Pacific) and Naval Information Warfare Center Atlantic (NIWC-Atlantic) (old SPAWAR, SPAWAR-Pacific and SPAWAR-Atlantic), are responsible for the acquisition of new:

  • Command, Control, Communications, Computers, and Intelligence (C4I)

  • Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR)

  • Command, Control, Communications, Computers, Combat Systems, and Intelligence (C5I)

  • And Information Warfare (IW) equipment and systems for Navy Afloat and Ashore Operations.

Mutually supported by the Secretary of the Navy (SECNAV), Assistant Secretary of the Navy (ASN) for Research, Development and Acquisition (RDA) are:

  • Program Executive Office (PEO)-C4I and Space and their various Program Management Offices (PMO)

  • PEO Digital

  • And PEO MLB

NAVWAR

NAVWAR identifies, develops, delivers, and sustains information warfighting capabilities and services that enable naval, joint, coalition and other national missions operating in warfighting domains from seabed to space. NAVWAR’s consists of more than 11,000 active-duty military and civil service professionals located around the world and close to the fleet to keep NAVWAR at the forefront of research, engineering, and acquisition to provide and sustain information warfare capabilities to the fleet.


NAVWAR is one of five major Department of Navy acquisition commands. While other Navy acquisition commands, like Naval Air Systems Command (NAVAIR) and Naval Sea Systems Command (NAVSEA), focus on specific platforms, NAVWAR focuses on capable and secure communications and networks that span platforms and facilities.


NAVWAR provides research and development, systems engineering, testing and evaluation, technical, in-service and support services to its respective acquisition PEOs during all phases of a program’s lifecycle engineering and acquisition to provide and sustain information warfare capabilities to the fleet.


Program Executive Office Command, Control, Communications, Computers and Intelligence and Program Executive Office Space Systems (PEO C4I and PEO Space Systems) are the Navy’s first line to acquire the right communication and technology tools to deliver affordable, integrated, and interoperable information warfare capabilities to the fleet. PEO C4I is headquartered at NAVWAR’s Old Town Campus in San Diego, CA. It includes eleven program offices responsible for acquiring fielding, and supporting C4I systems extending across Navy, joint, and coalition platforms. This includes the management of acquisition programs and projects that cover all C4I disciplines.


The eleven (11) program offices include:

Six (6) “Systems” PMA/PMWs:

  • PMA/PMW-101 Multifunctional Information Distribution System

  • PMW 120 Battlespace Awareness & Information Operations

  • PMW 130 Cybersecurity

  • PMW 150 Command and Control Systems

  • PMW 160 Tactical Networks

  • PMW/A 170 Communications and GPS Navigation

Five (5) “Platform” PMWs:

  • PMW 740 International C4I Integration

  • PMW 750 Carrier Air Integration

  • PMW 760 Ship Integration

  • PMW 770 Undersea Communications and Integration

  • PMW 790 Shore & Expeditionary Integration

Program Executive Office Digital and Enterprise Services (PEO Digital) is the DON enterprise-wide information technology acquisition agent. PEO Digital is digitally transforming systems to evolve and deliver modern capabilities and technologies to maintain the competitive edge while meeting demand signals from our user communities. The challenge is delivering the tools required by the DON with speed, agility, and affordability.

Program Executive Office Manpower, Logistics and Business (PEO MLB) is the Department of the Navy’s manpower, logistics and business solutions information technology acquisition agent. The systems and solutions PEO MLB develops, acquires, and delivers are the backbone enabling the DON’s day-to-day administrative, business, and financial operations. PEO MLB provides Sailors, Marines, DON civilians and their support systems with the services needed to complete their missions and tools to manage their careers.



All of the above Navy acquisition-specific commands are responsible for both “Program of Record” (POR) C4I, C4ISR, C5I and IW Systems which are funded under specific line items in the Navy Budget or “Unprogrammed” Systems (usually urgent requirements that don’t have time to be programed/funded in the Navy Budget Cycle).
